COMMERCIAL

Commercial Advisory Group

The Commercial Advisory Group comprises a number of specialised committees, sub-committees and working parties covering commercial, contractual, intellectual property, export and trade activities.
Through these committees, the Commercial Advisory Group liaises with, and negotiates on, standard conditions and terms of trading offered by government departments, nationalised industries and other public authorities and agencies where required by its membership.
In addition, the Export Committees act as a source of information for export opportunities and provide advice and guidance on all aspects of export credits.
The Commercial Advisory Group works closely with the CBI and other trade associations both in the UK and Europe.

Commercial Advisory Committee (CAC)

Meets 12 times a year
Focus: Involved in a wide range of subjects concerning contracts policy and practice. All committees, sub-groups and working groups of the Commercial Advisory Group provide progress/status reports to the Commercial Advisory Committee, which in turn may refer issues to these specialist committees as appropriate.
The CAC has nominated representatives on the appropriate CBI, IEE, BSI, ECTEL and EDIG committees.

NHS POISE (Procurement of Office Information Systems Effectively) Working Group

A working party of the Contracts Advisory Committee

Meets five times a year
Focus: This joint FEI and CSSA (Computer Software & Services Association) working party is negotiating with the NHS a standard set of Agreements with clear common terms to improve procurement, both within the NHS and the Trusts.

CCTA Model Agreements Working Party

A working party of the Contracts Advisory Committee

Meets six times a year
Focus: CCTA is the Government Centre for Information Systems. This joint FEI and CSSA working party is negotiating with CCTA a set of Model Terms and Conditions which are acceptable to industry.

Intellectual Property Rights Committee (IPRC)

Meets six times a year
Focus: Mainly professional Patent Agents drawn from FEI, DMA and SBAC, this committee monitors developments in intellectual property law as they affect members, and makes representations to government at a national and European level to achieve the optimum balance of protection for members' intellectual property interests.

Standard Conditions Sub-Committee (SCSC)

Currently handled by the CAC
Focus: Set up to negotiate changes to Standard Conditions of Contract with MoD.

Defence Issues Working Group (DIWG)

A sub-group of the IPRC

Meets six times a year
Focus: Covers intellectual property rights matters in contracting with the MoD. This committee is the authoritative source of guidance to defence electronics suppliers on intellectual property matters, with its members drawn from FEI, DMA and SBAC.

DEFCON Working Group

Meets four times a year + four times with the MoD
Focus: A sub-committee of the CBI Contracts Committee currently administered by FEI.
Negotiates changes to DEFCONs, new DEFCONs and narrative conditions with MoD.

Government Accounting Advisory Committee (GAAC)

Currently handled by the CAC
Focus: Established to consider government accountancy matters and provide a nominated representative on the Joint Review Board Advisory Committee (JRBAC).

EXPORT & TRADE

Export Finance Advisory Committee (EFAC)

Meets three times a year
Focus: Acts as a forum for advice and exchange of information on all aspects of export credits, as well as various forms of capital market derivatives that are commonly used to enhance these facilities.

Export and Trade Group (ETG)

Focus: Acts as collector and disseminator of information relevant to the export and trade of the products and services of FEI member companies. FEI's links with the British Overseas Trade Board (BOTB), the DTI and numerous Chambers of Commerce act both as a source of information and as another route into government. Information is now made available to FEI member companies through the FEI web site.

International Trade and Customs (ITaC) Group

Meets six times a year
Focus: Provides comprehensive services on all customs, excise, VAT, statistics and associated communications issues relating to international trade for all FEI member companies.

Defence Policy Group

Meets six times a year
Focus: Formulates, coordinates and guides FEI defence policy on behalf of the Board and in support of the Defence Councils. Seeks to improve conditions in the defence market and to strengthen the UK defence industry capability.

Aerospace and Land Systems Council

Meets six times a year
Focus: Monitors and influences policy associated with the Development, procurement and marketing of airborne and ground-based electronic systems. By maintaining strong interfaces with HMG departments and other national and international organisations, the Council promotes the civil and defence business interests of its member companies.

EEA/SBAC Avionics Systems Committee

Meets bi-monthly
Focus: Influences the research strategy of MoD, DTI, DRA, NATS/CAA and other bodies in the interests of FEI and SBAC member companies in the avionic systems sector. Supported by a pool of experts designated ESASC Technical Representatives.

Civil Avionics Systems Committee

Meets six times a year
Focus: Promotes the interests of FEI and SBAC member companies in the civil aviation sector, particularly through interfaces with the national and international regulatory bodies - CAA/NATS, ICAO, AECMA, EC and Eurocontrol.

ESASC Aerospace Computing Forum (EACF}

Meets four times a year
Focus: Monitors and influences policy and standards associated with computing and computer software; particularly in safety-critical applications.

Military Communications Committee (MCC)

Meets four times a year
Focus: The UK interface with the NATO Programme Group 6, dealing with the Tacom 2000 Programme and its follow on. It is tasked with developing architectures which will bring about greater interoperability which in turn will lead to NATO Standards.

Flight Systems is managed by ESASC, the other three are responsible to the RTC

Meets two times a year
Focus: Promotes an exchange of information and ideas between the Defence Research Agency and industry on matters relating to research. It carries out joint studies with the objective of advising potential customers of future research needs.

Joint Industry/DRA Research Liaison Committee

Meets twice a year
Focus: Provides management and steering input to the Radar, Comms, and C3I RCC's.

ARM/ILS Committee (Availability, Reliability and Maintainability/Integrated Logistic Support)

Meets four times a year
Focus: Responsible for interfacing with the MoD CODERM organisation, and with the national and international standards making bodies governing this field.

Naval and Maritime Council

Meets six times a year
Focus: Establishes good working relationships with MoD to monitor and influence policy relating to naval matters and similarly, by maintaining links with the Maritime Safety Association and the International Maritime Organisation; ensuring that maritime issues are brought to the attention of the Council. The Council supports the UKIPNIC, which acts as a focus for UK industry on the CNGF (Common New Generation Frigate).

MANAGEMENT AND REGULATORY SYSTEMS

Management and Regulatory Systems Committee

Meets four times a year
Focus: A senior committee which oversees the work of the Management and Regulatory business area, it also coordinates FEI views from other business areas on environment, health and safety, quality, and standards policy. Reporting to it are several project group activities, which currently include: drawing practices; printed wiring; solderability; handling, packaging and transportation.

Quality Assurance Committee

Meets four times a year
Focus: Reports to the Management & Regulatory Systems business area. Addresses the implementation of quality systems, software quality, quality standards, and general accreditation issues affecting FEI member companies.

Environmental Testing Committee

Meets twice a year
Focus: Aims to prepare and update, via BSI, the climatic and dynamic test methods of the IEC.

Health, Safety & Environment Coordinating Committee

Meets six times a year
Focus: Responsible for coordinating the FEI's strategic policy regarding all national, European and international proposed and enacted legislation and standards/codes of practice on health & safety matters in the workplace and on the environment.

INFORMATION COMMUNICATION TECHNOLOGIES

Information & Communications Technology (ICT) Council

Meets 6 times a year
Focus: Top level committee in the ICT business area, responsible for setting the policy and overall direction to be followed by the ICT standing committees. Focusing on the business rather than technical aspects, its main role is to determine priorities, promote a common FEI view, and approve important position papers submitted by the individual technical committees.

European Liberalisation & Global Infrastructure (ELGIS)

Meets 12 times a year
Focus: A forum set up to discuss issues relating to the Information Society. Determines how FEI can influence proposed policies - including Commission documents - to the advantage of UK industry. Working with ECTEL and EUROBIT, its main objectives are to ensure telecoms liberalisation is implemented throughout the EU;promote liberalisation and encourage the convergence of the ICT industries on both a European and global basis; and promote the uptake of electronic communications.

Joint Electronics & Telecommunications Security Export Control Committee (JETSECC)

Meets six times a year
Focus: Maintaining a level playing field in the area of Security Exports by dealing with the legislative issues involved in export controls and licensing. Lobbies government departments including the DTI, Foreign Office and the MoD. The group works closely with the FEI Cryptography and Trust Services Policy Group (CTPG) in the area of cryptography and also in a European context with ECTEL Security Export Controls Group.

IT Security & Encryption Working Group (IT SEC)

Meets three times a year
Focus: IT security policy at a national and global level. Works in cooperation with the CBI and CSSA, and maintains a dialogue with government and other decision-making authorities. Also keeps a watching brief on the policy decisions being followed to make sure they are understood by, and have the approval of, the UK's IT security industry.

TECHNICAL POLICY

ICT Technical Policy Management Committee (ITTPMC)

Meets four times a year
Focus: Senior technical policy committee. Oversees general issues in the application of existing and proposed Directives and regulations in the ICT area (CE marking, placing on the market etc); the harmonisation of regulations in member states; together with the use and implementation of associated European and international standards. It prepares the ICT technical standards policy with regard to the DISC Board, and the EUROBIT Industrial Policy Group on behalf of the ICT Council, as well as liaising with DGIII, AEA Europe, ECMA and ETSI.

IT Electro-Magnetic Compatibility Committee (IT EMC)

Meets four times a year
Focus: Reports to the ITTPMC and formulates the ICT technical and policy position on EMC standards - keeping FEI member companies aware of developments in the implementation of the EMC Directive. Includes representatives of both international and European EMC standards committees.

IT Safety Committee

Meets four times a year
Focus: Reports to the ITTPMC and addresses technical and policy issues relating to ICT product safety matters, including standards development; harmonisation; coordination and implementation; product safety regulations and legislation; and associated conformity assessment - accreditation and certification. It provides input to both the IEC and CENELEC via BSI, and reviews the technical and procedural content of EU Directives.

Visual Display Unit Workstations Committee (VDU)

Meets three times a year
Focus: Reports to the ITTPMC and is responsible for the technical and policy input on VDUs and workstations. It monitors the implementation of the VDU Directive 90/270 in the UK and other member states, and liaises directly with HSE to present the ICT industry view.

Networks Policy Committee (NPC)

Meets 12 times a year
Focus: Reporting to the ICT Council, NPC sets and promotes FEI policy for mainly UK telecommunications network issues. It plays a major role in developingFEI responses to OFTEL Consultative Documentation, and contributes to European network issues affecting UK industry, complementing the work of ELGIS.

Telecoms Terminal Policy Committee (TTPC)

Meets 12 times a year
Focus: Reporting to NPC, it addresses and sets FEI policies on issues affecting telecoms terminal equipment (such as the R+TTE Directive) both in the UK and Europe. It represents FEI interests on the ECTEL and RASG Committees, and meets regularly with BABT and DTI representatives.

Terminal Equipment Technical Committee (TETC)

Meets twelve times a year Focus: Reporting to the NPC, TETC addresses technical and technical/regulatory issues - like standards - that affect terminal equipment and private network suppliers.

Focus: The technological aspects of Convergence in digital broadcasting, home interconnect, and communications and navigation by terrestrial and satellite bearers.

Radio Communications Coordination Group (RCCG)

Meets four times a year
Focus: Provides a forum for discussion and decision, and acts as advisor on radio matters to the ICT Council, other Council Groups and FEI business area committees.

Inter-Council Frequency Spectrum Committee (ICFSC)

Meets four times a year
Focus: Provides a forum for FEI Committees and Councils for matters relating to the Radio Frequency Spectrum.

Public Radio Telecommunications Committee (PRTC)

Meets ten times a year
Focus: Promotes matters concerning radio based telecommunication services for public applications. Gives particular emphasis to cellular mobile communications and successor technologies. Represents FEI views in this sphere to UK government and other national, European and international bodies. A number of working groups report into the PRTC.

Radio Industry Regulatory Policy Committee (RIRPC)

Meets four-six times a year
Focus: Promotes the interests of members involved in all types of radio-based fixed and mobile communications, including paging, satellite, private mobile radio, lower power devices, and wireless local loop. Particular subject areas are spectrum allocation and harmonisation, licensing, product approval regimes and fixed-mobile convergence. As a broadly based committee, its work is complimentary to that of FEI speacialised radio committees such as PRTC, New Technology and ICFSC.

Universal Mobile Telecommunications System (UMTS)

Meets twelve times a year-Steering Group meets eight times a year
General Assembly four times a year
Focus: The UMTS Forum is not officially part of the FEI committee structure, but FEI acts as its Secretariat. The Forum, created by a number of operators, manufacturers and other organisations, is open and independant. It aims to create a definition of the UMTS concept, combining personal communications with multi-media services and applications, built on existing fixed and mobile infrastructures.

FEI Components Council

Meets three to four times a year
Focus: Top-level FEI committee dealing with all electronic component matters, including technical issues, trade, statistics and exports, marketing missions, exhibitions and commercial issues - like components shortages and obsolescence. It is responsible for the development and implementation of strategy, work programmes and measurement of deliverables concerned with FEI's electronic components activities.

Focus: IBF promotes the interests of the UK connector industry nationally, and in Europe through membership of EECA

Semiconductor Manufacturers Association (SMA)

Meets four times a year
Focus: A major concern of SMA is to promote a greater understanding of the importance of the UK electronics industry to the national economy and, within that, of the significance of the local semiconductor industry as suppliers of key enabling technology.

Meets 12 times a year
Focus: To analysis and forecast all aspects of the semiconductor market.

Meets four times a year
Focus: Promotion of understanding of the European EMC Directive through regional seminars and the "EMC '96 Reference Handbook and Directory", with emphasis on how components may be used to assist in compliance.

Focus: Covers issues of importance to the wound magnetic components market - state of the industry, commercial exchange etc.

Component Technical Committees

These comprise users and manufacturers of various families of components, and are responsible for formulating the FEI position on national and international technical standardisation and assessment schemes. The committees also investigate component problems within their scope. Currently, committees for the following are active, meeting as and when required: Capacitors; LF Connectors; RF Connectors; Fibre Optic Connectors; Hybrid Circuits; Semiconductors.

Components Technical Policy Committee

Meets six times a year
Focus: Responsible for formulating the FEI component technical policy for national and international standardisation, assessment and accreditation systems. Also investigates and attempts to find solutions to component problems.

Export Committee

Meets four times a year
Focus: Actively seeks to identify promising market opportunities and assists FEI member companies to realise their potential to penetrate these markets. Export activities include: seminars on export topics; outward missions; inward missions; joint ventures at established trade shows; mini exhibitions; targeted in-house presentations.
